About copyrighting "every 4 bar combination of single
notes".
Two guys I know claim to have copyrighted every
sequence of tones made when you dial a phone
number. See

You can try out your own phone number on the site
and see if you need a licence from them...
There is also correspondence from APRA (the
Australasian Performing Rights Assoc.) on the site.
APRA took it seriously enough to get a legal firm to reply.
