You could use some "publishing" style CMS like Plone.
One possible workflow in plone is that authors write pages, submit
them for review, reviewer(s) / editor(s) has(have) to approve or not
and once approved the article is published (available for the world to
see). Author can always take the article down, so some extra editing
and submit for review again. Authors can control access to articles
(like who can see / edit the article etc).
There are other CMS out there that allow similar workflows, but i have
no experience with them, so i don't know details.
With plone you can also have wiki along side the moderated content.
(And other extensions, like webblogs, message boards etc).
