Of course a computer cannot act. Only conscious agents such as human beings act. Computers don't _do_ anything on their own, they carry out instructions from people. In the sense of "these brushes painted this picture" a computer can generate an image. In the sense of "these brushes can't move by themselves" a computer can't generate an image.
